<p>Do you wonder why the Big Wave daily trip estimate dropped from 3,787 to 2,123 between the 2008 and 2009 Traffic Analyses?&nbsp; Trouble getting your project approved due to too many cars?&nbsp; Just relabel your Office Park “mixed use” and add in an assortment of other uses that don’t produce so many cars.&nbsp; Whose gonna enforce the percentage of use types in the building anyway?</p>

<p>40% general office, 25% R&amp;D, 15% storage, 20% light manufacturing—and voila!&nbsp; 225,000 sq.ft. of office space becomes 158,513 sq.ft. equivalent office space for purposes of specifying daily trips and parking requirements. </p>

<p>225,000 sf office space requires 1125 parking spaces <br />
158,513 sf equivalent office space requires &nbsp;   737 parking spaces<br />
BW Parking exception request results in &nbsp;   635 parking spaces</p>

<p>In spite of all these cool angles and the new lower daily trip estimate, the Traffic Analysis (still using the original traffic counts from 2007) still predicts Cypress/Hwy 1 east-bound left turn LOS “F”, with no improvements possible other than signalization.</p>

<p>If you lived over here and depended on that intersection you might think well, at least we’ll get a traffic signal, but don’t leap ahead.&nbsp; The EIR proposed mitigation schedule looks like that might take 10 years.&nbsp; The project takes 3 yrs to build if all goes well, then developer submits bi-annual reports re need for signal, then if it’s determined we’ve all been sitting in traffic long enough, developer pays their “fair share” for signal within 5 yrs of date of report.

<p>The Big Wave draft Environmental Impact Report has been released for public comment.  The San Mateo County Planning Director is giving the Midcoast the minimum allowable CEQA review period, 45 days including the Thanksgiving holiday.  <a href="http://www.stopbigwave.org/2009/10/midcoast-gets-short-end-of-ceqa-review.html " target="_blank">If you would like to request additional time to review the three telephone book thick volumes please go to the Stop Big Wave website</a>. <br />

Last week the Big Wave attorney delivered a letter to the County refusing to put up story poles during the CEQA public comment period.  <a href="http://www.stopbigwave.org/2009/11/no-story-poles-during-ceqa-public.html" target="_blank">It looks like the community may not see any story poles at all</a>.</p>

<p>Would Big Wave have a significant environmental impact on agriculture by converting prime farmland to non-agricultural use?</p>

<p>County maps and zoning may not designate these parcels as prime farmland, and indeed until Big Wave began farming it in 2003, the land was left to grow wild for as long as anybody around here can remember, including a whole series of historical aerial photos.&nbsp; The agricultural value of the land was considered important enough to invest in intensive farming practices since 2003, importing many truckloads of soil (to raise the center front low area in the southern parcel), not just disking but deep plowing the soil, cutting back riparian willows, and plowing up wetlands to destroy any native species, creatures or habitat.</p>

<p>The DEIR concludes that the proposed development would not completely preclude future agriculture since the project includes offsite Big Wave Farming and a 5-acre onsite plant nursery.&nbsp; The offsite farmland proposed to be leased is already in agricultural production and does not depend on Big Wave to continue in production.&nbsp; There will be no effect on the offsite farmland whether Big Wave is developed or not.&nbsp; The onsite plant nursery is temporary and located on the 100-ft wetland buffer that is to be restored to its natural state.</p>

<p>Indeed, one of the Big Wave Project Objectives, “to provide space for gardens to grow organic food for consumption”, is made impossible by the overdevelopment of the site.

<p>[Big Wave][1] [official site]&nbsp; is a project to build a wellness center for mentally disabled adults, funded by an adjacent office park, near Princeton. It would be located on a Airport St., just south of the Pillar Ridge Manufactured Home Community.</p>

<p>Size: How big is Big Wave? The best answer to that question can be found in [a remarkable video by Neil Merrilees and Darin Boville][3].</p>

<p>Public presentation: [Big Wave&#8217;s developer spoke at the Midcoast Community Council in Feburary, 2009.][4]&nbsp; Big Wave attorney&#8217;s can be seen interrupting one citizen during public comment to tell her that she wanted to keep the developmentally disabled away from herself, and shouts out &#8220;You&#8217;re not appropriate!&#8221;.&nbsp; Later, the Big Wave developer says that his profit on the project he&#8217;s presenting as a public service is &#8220;not relevant&#8221; and has &#8220;nothing to do with anything&#8221;. He tells another asking about the commercial viability of the project &#8220;That&#8217;s none of your business!&#8221;</p>

<p>Parking: Big Wave will have some [huge parking lots][5].</p>

<p>Agriculture or landfill: Is the agriculture at Big Wave an historical practice, or a recent innovation designed to make it easier to fill in wetlands?&nbsp; Darin Boville&#8217;s Montara Fog has an outstanding collection of historical aerial photos that [seems to show Big Wave hasn&#8217;t been used for farming until recently][6]. Coastsider has a set of photos that [shows the extent of the massive filling-in that took place in June 2006][7].</p>

      <description><![CDATA[<p>Face2Face system has been developed to fight the Methamphetamine epidemic by showing people at risk how their faces will look like in 6 months, 1 year and 3 years after using meth. By personalizing the drug awareness message, Face2Face is effective to educated and prevent meth use by showing the shocking visual changes meth causes.</p>



<p>HISTORY<br />
&nbsp;  <br />
The Mendocino County Sheriff&#8217;s Office, in partnership with the Hopland Band of Pomo Indians, has created a Methamphetamine Awareness Program for Mendocino County. The two agencies were awarded a grant through the U.S. Department of Justice to combat methamphetamine related issues county wide.<br />
<b>Sheriff Tom Almann </b>approached software developer Abalone LLC of Moss Beach, California with a request to develop a 3D software that can show the devastating effects of meth on a person&#8217;s face.<br />
The result is Face2Face, which has been in operation since early 2009. institutions and community meetings.</p>

<p><br />
There is a mobile &#8220;Meth Unit&#8221; that will be on hand at County Fairs, Native American “Big Times” celebrations, Health Fairs and other special events throughout the county. To date several hundred juveniles and adults watched the program and had their 3D portrait taken and altered to show the effects of meth use. Within a few days of its introduction, the Sheriff’s office received 10 invitations for demonstrations at schools and other institutions. </p>

<p>Face2Face combines hardware and software to capture and alter a human face in 3D. The hardware consists of two 12 Megapixel Pentax Optio S12 digital cameras, hardware mount, tripod and remote controller.<br />

OPERATION </p>

<p>The system is fully portable and very easy to operate. The subject is seated in front of the backpaper, a “barcode” that helps the cameras to create the 3D heads. With a remote both cameras are fired simultaneously. The software is fully automatic - with a single click the head is created. Buttons allow to view and print the 6 month, 1 year and 3 year images. </p>

<p>Members of the CUSD [board][1] are elected in November of even-numbered years. Two seats expire in 2008, three in 2010.</p>
