Where were the Big Wave notifications?

Why wasn’t the notification letter from San Mateo County re: BIG WAVE PROJECT sent to ALL COASTSIDE property owners who will be affected by this Development? I received one solely based on attendance at a prior meeting.

No one I have spoken to in Montara, Moss Beach, El Granda etc are aware of the scope of the proposed Project!
