Can a wetlands delineation be properly carried out during the dry season?
Note that we just had a pretty good rain over the weekend. The postponements sure seem to be correlating to rain.

"in Moss Beach, near Princeton" translates to "directly adjacent to the Pillar Point Marsh, on what clearly contains considerable wetlands".

It's mentioned in the last sentence of the article, but the headline could use the word "some" or just spell out "HMB and EG".
About 5000 people in Moss Beach and Montara won't feel any impact from the ballooning Hetch Hetchy repair bill.

I don't know how they intend to get around the Bolsa Chica court ruling in Bolsa Chica Land Trust v. Superior Court (1999) 71 Cal.
