Can a wetlands delineation be properly carried out during the dry season? Note that we just had a pretty good rain over the weekend. The postponements sure seem to be correlating to rain.

"in Moss Beach, near Princeton" translates to "directly adjacent to the Pillar Point Marsh, on what clearly contains considerable wetlands". Photos were posted on the Midcoast-L mailing list a while back. http://sanmateo.org/BigWave/BigWave.html It now shows what regrew, two months later. Wetland plants. Housing can be good. But why on wetlands?

It's mentioned in the last sentence of the article, but the headline could use the word "some" or just spell out "HMB and EG". About 5000 people in Moss Beach and Montara won't feel any impact from the ballooning Hetch Hetchy repair bill.

I don't know how they intend to get around the Bolsa Chica court ruling in Bolsa Chica Land Trust v. Superior Court (1999) 71 Cal. App. 4th 493 from http://www.procopio.com/publications/pdfs/HI_august_2000.pdf "The court in Bolsa Chica held that development-related impacts on ESHAs cannot be mitigated through off-site restoration — even when the restoration project promises to create “better” habitat than that in the affected ESHA.
