All three incumbents whose seats are up for election in November—Leonard Woren, Gael Erickson, and Ric Lohman—have filed their declarations, although not all have been fully qualified yet.  Lane Lees, a former Half Moon Bay firefighter who is suing the department, has filed to run for the Half Moon Bay Fire Protection District board. Two of four incumbents in open seats for the Midcoast Community Council—Gael Erickson and Kathryn Slater-Carter—have filed their declarations.

Half Moon Bay City Council members Jim Grady and Mike Ferreira announced their intention to run for reelection in November, at a fundraiser for the League for Coastside Protection on Saturday. While they have taken out the necessary paperwork from City Hall, neither incumbent has yet officially filed.

Council member Toni Taylor, the third City Council member whose seat is up for election this year, has not yet announced whether she will run again. Four years ago, Taylor was the top vote-getter in the City Council election, with 20.5% of the votes, followed by Grady and Ferreira.

If Taylor doesn’t file before the Friday deadline, the filing deadline will be extended until Wednesday, August 17.

So far, only Bonnie McClung has filed the necessary paperwork to run for office. In the 2001 election, McClung finished fifth in the race for three seats, but with a vote count close to that of the victors.

As of 4:40pm Monday, in addition to Grady and Ferreira, four potential candidates have taken out papers to run for office, but have not yet filed: Naomi Patridge, Peter Bodnar, George Muteff, and Steve Skinner.

I’ve added the results from the last two City Council elections to give you an idea how these candidates have done relative to one another in the past.

Midcoast Community Council will appoint one new member before election

Here’s your chance to serve on a Coastside board without the hassle of running for office.

The Midcoast Community Council is looking for candidates for an appointment to an open seat that expires November 2007. This is in addition to the four seats that will be up for election this November.

The MCC advises the Board of Supervisors on public health, safety, welfare, public works and planning in the unincorporated Midcoast (El Granada, Moss Beach, and Montara). The MCC is very active and influential on issues of planning and zoning, and makes an important contribution to the future of the Coastside. Candidates must be registered voters living on the Midcoast.

The MCC meets on the 2nd and 4th Wednesdays of the month at 7:30pm at the Seton Medical Center, 600 Marine Blvd, Moss Beach.

The deadline for applications is August 19. An application is available on the MCC website.  Or you can get one from Kim Langel, Deputy Clerk of the Board of Supervisors, 400 County Center, Redwood City, or by calling 650.363.4161.

Felton votes to buy its water system

In a strong show of support for public ownership of water, the town of Felton (near Santa Cruz) overwhelmingly passed Measure W, authorizing a bond of up to $11M to buy the local water system.

German-owned California American Water insists that the system is not for sale.  They said the same thing about the Montara water system purchased by the Montara/Moss Beach community in 2003.

Santa Cruz County supervisors have the power to acquire the system through eminent domain.  The supervisors voted 5-0 in May to place Measure W on the ballot.

Jim Graham, a spokesman for Felton FLOW, a grass-roots community group organized to work for locally-owned water, said,  "Despite Cal-Am’s attempts to rewrite state law, attack us with frivolous lawsuits and otherwise influence the outcome, the people of Felton have spoken: water is a basic human right, not a commodity, and we’re ready to fight for it."

This year’s election on the Coastside will be huge and hotly contested. A total of 19 offices on seven boards are up for election on the Coastside on November 8. The majority of the seats on five of seven boards will be up for a vote this year.

Beginning today, candidates can file their paperwork with the county to declare their intention to run for office.  The deadline for candidacy papers is August 12. The deadline for a board will be extended to August 17 of an incumbent does not file by the first deadline.

If you’re interested in running, the county is holding seminar for potential candidates covering filing regulations, campaign finance reporting and other issues. Two seminars have already been held. The final seminar will be 6 to 7:30pm, Thursday, July 28, at county election headquarters, 40 Tower Road, in San Mateo.

The state is taking the county’s road repair money

The unincorporated Coastside will have even less money for road repairs in the coming year. 

Proposition 42 requires that gasoline sales tax revenues be used annually for state and local transportation purposes. But the state has used a declaration of emergency to take about $2.4 million from San Mateo County since 2003, according to the Examiner.

San Mateo County supervisors approved the street maintenance cuts earlier this month, reducing by 10 percent the number of secondary streets maintained at the "good" level, as measured by the Government Accounting Standards Board. Under the reduced maintenance plan, the county will be required to maintain 65 percent of the county’s 160 miles of secondary roads at a "good" level, as compared with 75 percent previously.

Pescadero has a new postmaster

Friday, Rita Adams was sworn in as the new postmaster in Pescadero.  The County Times’s Amelia Hansen profiles the woman who’ll manage three employees and a winding 94-mail rural mail route.  Adams’s first job on the Coastside was as a clerk in the Moss Beach post office in 1993.
